Remedial therapy healthcare purchasing

Remedial therapy forms part of the healthcare covered under the public healthcare insurance (the Health Insurance Act). The healthcare reimbursed by HollandZorg is provided by independent remedial therapists or by remedial therapists providing this first-line healthcare from nursing homes or care homes. The content of the healthcare is documented in the policy rule, 'healthcare descriptions for remedial therapy' of the Dutch Healthcare Authority.

1. Vision on healthcare

1.1 Why do we enter into contracts?

HollandZorg enters into contracts with healthcare provides so as to guarantee they meet the basic quality requirements and ensure the healthcare they provide is cost-effective. As HollandZorg offers a suitable reimbursement for required healthcare in all its policies, we feel it is important that quality and efficiency take priority. This is provided for in the contract. For the care providers, a contract also offers favourable conditions regarding payment.

1.2 Points to note when purchasing

We distinguish a number of points to note when purchasing remedial therapy:



When we conclude a contract with a remedial therapist, our first requirement is that the remedial therapist holds a BIG registration and is entered in the Paramedics Quality Register.


In addition, the remedial therapist must prove he works in accordance with the most recent guidelines and protocols of the professional association. This makes it possible for you to receive the most up-to-date and suitable healthcare. The following is also very important to us:

  • an adequate electronic patient dossier;
  • consultation with the person who referred you (when applicable);
  • regular customer satisfaction surveys;
  • focus on the customer.

Privacy, continued training, observer agreements and a good practice structure also form part of the desired quality.


The occupational group for remedial therapists is currently trying to make the quality of remedial therapists transparent in a more objective manner. To that end it is developing 'quality indicators'. As soon as these indicators are available, we and the remedial therapists will assess if and how these indicators may affect our insured.



Until recently, every remedial therapist was (directly) available without referral. The remedial therapist subsequently assesses if he/she can help you further or if you will be referred. By contracting a sufficient number of practices, there will usually be a practice available in your immediate vicinity and waiting times will either be non-existent or not too long. You can usually get an initial appointment within five working days. In the case of an emergency, you can be seen to within 24 hours, after having been referred.


In terms of physical accessibility, we apply the structural requirements set by the Association of Cesar and Mensendiek Remedial Therapists (VvOCM).



As most other healthcare insurers, we are also faced with rising costs for physiotherapy. When costs rise, it will affect the extent of the premium you pay. That is why our policy is not only aimed at safeguarding quality, but also at acting cost-effectively.


We exchange ideas with the contracted remedial therapists about the most effective treatment methods, the treatment objectives and the corresponding treatment period required. This information is anonymised and it may help the care provider when making arrangements about your treatment with you.

2. How is the choice of freedom organised for the insured?

With HollandZorg, you can select your own remedial therapy practice. In principle, we only conclude contracts with all independent remedial therapists who meet the basic quality requirements. This means there will always be a contracted remedial therapist available near you. These days, you can visit a remedial therapist without a referral.


In addition to our contracted remedial therapists, you may come across non-contracted healthcare. They are remedial therapy practices that are unable to meet our basic quality requirements, or who choose not to conclude a contract with HollandZorg.


HollandZorg applies maximum reimbursements for remedial therapy provided by non-contracted practices. We therefore always advise you to ask your care provider in advance if he has a contract with HollandZorg. You can also view this via our Care Finder.


As soon as you have found a care provider, it is wise to make certain arrangements about your treatment with this care provider:  what are the objectives? How will they be achieved?

3. Special/innovative agreements

More and more attention is paid to improving dietary and exercise habits. We all know by now that eating a healthy diet and taking exercise are important to ward off illnesses or to prevent an illness from getting worse. Within that context physiotherapists and remedial therapy see an increase in demand for their assistance. They respond to this by developing diet or exercise programmes for example.


We, and the occupational group, are of the opinion that remedial therapy should be provided more in conjunction with other disciplines, and that remedial therapists have expertise that can contribute to preventive healthcare.
